business in violence
WE have been taught that a fire is caused by a combination of oxygen, flame and combustible materials. This statement is true but inadequate. As was confirmed by the much-publicised TV coverage of the Ashura bombing in Karachi, a fire needs at least two more ingredients: a gang of criminals leisurely resorting to arson and a battalion of policemen - as if on holiday - watching helplessly. The bar of violence in Karachi is constantly being raised. From burning tyres in narrow, isolated lanes we have graduated to destroying complete markets on M.A. Jinnah Road. From TT pistols matters are now settled with rocket launchers and hand-grenades. From street thugs violence is now managed in a highly systematic manner.

Provisioning for loan losses
The latest concessions given by the State Bank of Pakistan in loan loss provisioning requirements are a positive move in the context of sustaining banks' threatened equities but fall short of market expectations. After banks disclosed their performance results for 2008, it had been suggested in the columns of this newspaper that, given the unexpected loan losses caused by the global economic downturn, SBP should extend the period for making provisions for these losses to limit their immediate large impact on bank equities. Quite appropriately, in the case of export loans, the SBP had extended the loss provisioning period from six months to one year. Another positive measure was the reduction in the minimum capital requirements for banks - a timely move given the pressures banks were bound to face in a recession.

Efforts to check speculative trading
Mixed sentiments were observed in the local currency market this week where leading currency dealers and most analysts were viewing the rupee at new lows against the dollar amid weak economic indicators. The rupee however displayed firmness versus dollar and euro during the week, resisting sharp fall against major currencies. In a move to check speculative dollar trading, the central bank decision to allow buyers to purchase American currency of up to $5000 value without CNIC production helped the rupee to rebound from sharp losses. However, some independent experts are still predicting that the dollar may touch Rs90 before year-end in the open market.
